He should definitely get that shit covered. Even if it doesn't look good, it's still better than a fucking Swastika. Still, I understand that it helps inmates relate to him, and can help the process of rehabilitation.
As for his character, he seems to be genuinely regretful of his actions, and is actively trying to atone for it.

Yeah, which I think is fair to be honest. He might be a super nice guy, but it still calls your judgement into question when your husband has those symbols. As long as she wins fights I'll probably never think of it, but I'm not the guy they're trying to market her to.

Which is bs. it doesn't cost much to correct a tiny tattoo. And as others mentioned many tattoo artists will do it for free in circumstances like this.
He's also had decades to scrounge up that $50, and complains about how altering it would damage his aesthetic. A lot of really bs excuses that are easily shot down.
