Because after he retired he never competed in that division again.

Jens Pulver was the original UFC bantamweight champion.
Because that's what the division was called at the time.

1) Frank Shamrock did compete at LHW after he "retired" (in WEC)

2) If Jens was BW champ, then Shamrock wasn't actually LHW champ but MW champ, he also competed at MW after his "retirement" so the lineage would continue there.
