Haven't done video editing in four years, but I think Videopad might be able to. If that fails, try ms paint.

When it comes to diving into video editing and swapping out stuff on your screen, I'd recommend giving iMovie for Windows a go. It's been my go-to for a while now, and I find it super user-friendly.
