Black people are more targeted by Po Po, and usually cant get away with just walking down street without being stopped and frisked. How on Earth will they commit murder after murder before getting caught?

Just not happening. White guys can escape suspicion easier and therefore commit crime again.

When you have whole communities that won't talk to the police, even if they were within arms reach of the victim, it's pretty easy for a killer to get away with it.
Take Chicago for example. There has been 487 homicides this year, but only 60 cases have had a suspect charged.
