I think Crowley is counting on Ocasio-Cortez sticking her foot in her mouth at some point. He doesn't want to openly run against her, but he knows only a small fraction of his district voted in that primary.

I get what you're getting at, but better to call out a behavior rather than a group as a whole, even if that group is over-represented among those who engage in said behavior. It is true though that if white men were predominant in catcalling, or at least proportional, they would specifically be calling out white men for it. That's the thing though they are calling out a GROUP of people.....MEN! I'm sure you saw that video chick walking hours in new york....as a white guy watching it was clear it was probably 90% blacks, puerto ricans and other hispanics.
