I think you can tell from his face and delivery it was a "just joking, sorry not joking" moment.
It depends on state law, but in most states I believe, only mandatory reporters, like teachers, school employees, psychiatrists, social workers, etc. are legally obligated to report. I also think, at least under some state laws, that telling your supervisor and not necessarily police counts as reporting and is not legally punishable. For instance, in the Sandusky case, Joe Paterno wasn't charged because when McQueary reported to him what he had seen Sandusky doing with a boy in the shower, Sandusky informed his supervisor, which met the legal requirement. But Paterno's supervisor was legally charged because he didn't inform police. I also think in some states, ALL adults are considered to be mandatory reporters. It's kind of a complicated and evolving legal issue...That's not a crime. It would only be a crime if the victim were a child and therefore not legally capable of asserting their own interests.
If a female friend of yours tells you she was sexually assaulted, you don't get to call the police unilaterally. That's not your right, let alone your obligation.
That line of thinking has been proven false a thousand times over. In fact, people who get pussy the easiest are more likely to turn out to be rapists, because they don't know how to take no for an answer. They can't handle rejection.
Rape isn't about sex, it's about power and control. People who do it are sick, dangerous individuals who have a compulsion to assert dominance over others they perceive weaker. Any rapist in prison will agree. That's why you hear stories of even men going after 90 year old women and stuff.
Harvey called out a few years back:
interesting theories, and that makes sense, however i still haven't seen any evidence of him actually raping a chick. the only reason i am sticking up for this slob is that i hate to see where unsubstantiated charges basically make someone guilty even if i don't personally like them.

Either way your message I replied to tho was categorically incorrect. You questioned why anyone who can attract women consentually would need to force themselves on someone, implying that forcing yourself on others is simply about physical sexual gratification. When that is the thing it is least about. .
Hilarious.....his goofy fans don’t remember or have ever seen The Man Show. I’m pretty sure even Rogan made appearances. At least Carolla stayed himself instead of selling out
!
At least Weinstein has one defender it seems -
"Some of the women that are complaining, I know how much he's helped them. And even recently. And when they write books that are fairly recently released, and they say wonderful things about him."Huh.
"Now all of a sudden, they're saying these horrible things about him. It's very sad. Because he's a very good person. I've always found him to be just a very, very good person.
What Weinstein has "done for movies, is in the history of cinema, he's gotta be placed in the top three, or four or five. And that includes the founding of the major companies"
"So, it's too bad," , "I'm sure it was friendly. I know Harvey He's a great guy.
Rogan and Stanhope took over the show
The bit where they had women sign a petition to end women’s suffrage was/is the best thing I’ve seen on TV
