Weidman probably. Or if you include entire career across weight classes and orgs, then there are very strong arguments for Hendo or Mousasi.

Israel is on his way, but he needs a few more wins. Right now he's not even up to where Weidman was after he first Silva win (before he beat Silva again, Machida, and Vitor)

It would have happened eventually. His ground n pound isn't that great and he seemed to be out of proper shape.
But yeah, that is an example of why you can't just look at a record to judge a fighter
