Don't know if these 2 are excluded because they did fight, both successfully, in UFC

More hw talent would be nice, mutt most out there have been in the UFC

Askren is a huge questionmark, he litterally didn't fight anyone of notice.

Kharitonov could probably have been UFC champ, but he wasn't very consistent (lost to Aleks i.e.)

Fedor obviously would have been UFC champ, as he soundly beat the best of what the UFC had to offer (Sylvia, Arlovski)

I don't know about Askren not facing legit competition. His wrestling was enough to maul Lima, who just put up a heck of a fight against McDonald. Jay Heiron, who Nick Diaz didn't want to fight. Koreshkov who outworked an undersized Benson Henderson. The guy is legit and would likely earn a title shot in the current WW division.
