In the portion you left out, you can see that in addition to the voluntary contributions, Florida will reappropriate $5 million to get the fund going. The relevant text of the bill is here:

Section 3. For the 2024-2025 fiscal year, the sum of $5 million in nonrecurring funds otherwise allocated to the Department of State for purposes of administering the Florida Election Campaign Financing Act is reappropriated to the Department of Financial Services to be deposited into the Defending Freedom Fighters Trust Fund.
