Yeah I read about him initially making them promises about their pay (and othe expansions/updating), which experts said were impossible because the money to expand just isnt there. However, cutting Military pay after forcing leadership to retire is another maneuver that allows the upper ranks to be filled with idealogs instead of those most qualified (who want better pay). I mean, from your own article:

juicy personal businesses . "In high leadership they know with whom they get what," the source acknowledged."
And later:
"It was cut lower than what should have been cut, leading managers who were in the middle of their careers to retire and that is delicate because now they are appointing people with no experience," explained the source consulted."
Sounds a lot like "draining the swamp"...which translated into "fill the positions with more agreeable personnel."
