Rushmore was never meant to be a goat list but a symbolic representation of changes in Era, or the biggest influencers in history.

Here's my take
BJ Penn- The first reigning dominant champ, and a the face of the beginning of the UFC Lightweight division.

Frankie Edgar- He pretty much marks the shift in the size disparity of then vs the increase in weight cutting we see now. Look at guys like Maynard, Edgar vs guys like Khabib, Tony, and Poirer.

Mcgregor- Say what you want but the Mcgregor era is a very distinct period of time full of log jams, interim belts, and the shift towards money fights and champ v champ fights we see today.

Khabib Nurmagomedov- The most dominant champ we have ever seen at Lightweight, and the face of the modern day LW division despite retiring.
 
Khabib, BJ, Tony, Edgar. Only Tony is prone to objection.
