NSA abandons compartmentalization. Puts all it's eggs in 1 basket

It could be all so encrypted that it wouldn't matter if a flash drive with content was delivered with the New York Times. Being available is different and seperate from readable. Maybe, they super secure the decryption process. That might be more managable than securing a crazy number of servers and connections.
