Are elbow and knee strikes allowed in amateur muay thai tournaments or is it only punching and kicking? I'm asking about in the USA not Thailand.

How does the point system and winning them work?
 
The rules depend on which state ur in and what organization is hosting the fight.

Generally, elbows are not allowed but knees are. Some organizations don't allow knees to the head.
 
Elbows are allowed in intermediate (B Class) and above. Knees are allowed at all levels. Knees to the head from the clinch is only allowed A Class.

For future reference
C Class: 0-3 fights
B Class: 4-9 fights
A Class: 10+ fights

Point system is the same as boxing (10 point system); Some exceptions apply.
Sweeps are worth the most points, kicks and knees, even though blocked will still count as a point (applies to the clinch as well).

Elbows are padded in B class, some events for A class has the fighters with no gear.

Most organizations still use the template for decisive judging: ring control, aggression, effective striking.
 
More often then not, when it comes down to amateur rules it falls upon what was agreed upon before the fight. Whether this is elbow pads, shin guards, etc.

Also varies from state to state, some force you into wearing headgear regardless of experience.
 
In V.A, it is dependent on the org and the combatants.
 
Here in California people with 0-4 fights are required to wear shinguards/headgear, no elbows or knees to the face allowed. After your 4th fight, you and your opponent can agree to go without the protection and allow elbows (with pads). The exception to this are fights at Indian casinos where no one uses protection.
