I think, like every time Jones gets busted, he will get a slap on the wrist and another chance. If he hasn't been punished for running into a pregnant woman, and getting caught doing steroids ... they are just going to let him off regardless because he brings in too much money.

More likely, USADA does whatever the UFC says. The UFC doesn't actually care about PEDs, they just need to have the public image of being tough on them.
