Spain opens case against soccer chief for World Cup kiss. Luis Rubiales breaks week-long silence

MADRID (AP) — Spain’s government began a move to oust suspended soccer chief Luis Rubiales, who ended a week of silence on Friday by insisting he was the victim of a smear campaign.

Rubiales has come in for a storm of criticism and calls for his resignation for his behavior during and after Spain’s recent Women’s World Cup triumph in Sydney. He kissed player Jenni Hermoso on the lips without consent and grabbed his crotch in a lewd victory gesture.

On Friday, a Spanish government legal panel handling sports issues opened a formal case against Rubiales — president of the Spanish Football Federation and a vice president of UEFA — over his conduct that was televised globally, making him a national embarrassment.

Spain is hoping to remove him independently of a FIFA process that has already suspended him provisionally. The government panel will decide if Rubiales abused his authority by kissing Hermoso or damaged the image and reputation of Spain at a sporting event, as the government claims. He could be banned from office for two years.

“When the eyes of the world were played on our players, his acts caused damage to our sport and our country that is difficult to repair,” said Miquel Iceta, Spain’s acting minister of culture and sport.

Following the decision by the panel, Rubiales made his first public statement since refusing to step down a week ago and claiming he was a victim of a “witch hunt” by “false feminists.”

“I committed some evident mistakes, for which I sincerely repent,” Rubiales said on Friday. He insisted the kiss with Hermoso was “mutual, consensual and occurred in a moment of euphoria” — a characterization that the player firmly denies.

He added he participated in FIFA’s investigation as well as the federation’s own internal probe.

“During all this time I have suffered an unprecedented lynching by news outlets and politicians that has completely marginalized me. Not just in Spain but internationally,” he said in his statement published on X, formerly known as Twitter.

The decision by the panel, however, to consider Rubiales’ acts as allegedly “serious” as opposed to “very serious” dealt a setback to the government. If they had been deemed “very serious” charges, the government could have moved to declare him suspended from office until the panel rules on his case.

Iceta said that while the government cannot directly suspend Rubiales while awaiting the outcome of his case before the panel, as was its intention, it will ask the legal panel to consider suspending him provisionally anyway.

FIFA has already suspended Rubiales for 90 days while it carries out its disciplinary case, so the Spanish decision will have little immediate effect. The panel decision does put more pressure on Rubiales as his few original supporters try to distance themselves from him.

Spain men’s coach Luis de la Fuente, who applauded Rubiales’ diatribe against feminism last week, apologized on Friday for having clapped, saying, “I made a human error. It was inexcusable.”

In a statement last Saturday, Hermoso said she considered herself the victim of abuse of power and accused the federation of trying to pressure her into supporting Rubiales.

The federation initially hit back by saying she was lying and it would take legal action against her. But following the FIFA suspension, the federation on Monday urged Rubiales to step down.

On Tuesday, the federation suspended Rubiales’ wages and ordered him to return the federation car, his laptop and mobile phone.

Rubiales has been left with virtually no supporters. His mother staged a brief hunger strike in a church in southern Spain, demanding justice for her son and calling on Hermoso to rectify her stance.

Meanwhile, support for Hermoso from Spanish and international officials, athletes and celebrities was overwhelming.

On Friday, the president of the Spanish Olympic Committee, Alejandro Blanco, said he urged Rubiales “to say sorry, explain what he did and then, without doubt, consider resigning.”

Small protests were held against Rubiales in Madrid, Barcelona and other cities on Friday night.

“We should convert and channel all the outrage we feel to fight him and generate a huge social pressure to force him to leave,” 27-year-old Coral de la Torre said in Madrid.

On Thursday, Spain women’s star Aitana Bonmatí was voted best player of the year and used her acceptance speech at the UEFA awards ceremony to voice support for Hermoso.

“As a society, we cannot allow the abuse of power in a working environment or disrespect,” Bonmatí said on stage in Monte Carlo. “To all women who are suffering the same thing as Jenni, we’re with you.”

Earlier in the week, the United Nations Human Rights office said in a social media message, “We join Spain’s Jenni Hermoso and all those working to end abuse and sexism in sport. Make this a turning point.”

I am completely shocked at this development. And by completely shocked, I mean 100% not shocked.

I often say lot of these folks who made huge deals out of these things are nasty people masking themselves as altruistic. The dude still shouldn't have done what he did, and his reaction was dumb as fuck, but trying to ruin someone's career over something that was obviously not malevolent is shit too.

Spain's Women's World Cup-winning coach Jorge Vilda was fired Tuesday by the Royal Spanish Football Federation (RFEF) as the fallout from Luis Rubiales' behaviour continues.

With Rubiales suspended as Spanish FA president for 90 days by FIFA after his unsolicited kiss on forward Jenni Hermoso, the committee of regional presidents in charge of the RFEF, led by Pedro Rocha, informed Vilda of the decision to fire him. Rocha is set to meet with Spain's National Sports Council (CSD) president Victor Francos later Tuesday.

Vilda was informed of the decision Tuesday, shortly after the RFEF issued a statement apologising for "totally unacceptable behavior" by Rubiales and saying it is cooperating with disciplinary action against him.

Later Tuesday, the RFEF named Montse Tomé as his replacement. She is the first woman to coach the Spain women's team in its history and had been Vilda's assistant coach since 2018.

"The RFEF wants to convey to the whole of society and to the whole of world football its deepest regret for what has happened, which has tarnished our national team, our football and our society," the statement reads. "The damage caused to Spanish football, to Spanish sport, to Spanish society and to the values of football and sport as a whole has been enormous."

The RFEF thanked Vilda in their statement Tuesday and said: "The coach has been key to the notable growth in women's football and left Spain as World Champion and second in FIFA ranking."

The graphic the RFEF posted on social media said: "Gracias Jorge."

The RFEF also promised a "profound and immediate restructuring" of the organisation after Rubiales' conduct.

That conduct led all 23 members of Spain's victorious World Cup squad to co-sign a statement last month -- joined by 58 other current and former players -- saying they would not return to play for the national team again "if the current management continues."

Joan Soteras, the president of the Catalan Football Federation and a member of the RFEF committee of regional presidents, foreshadowed the sacking last week.

"There have to be structural changes in women's football," he said. "One of those could be [removing] Vilda. He was at the centre of the mess with the national team [last September]. If it was up to me, I would [dismiss him]. A change would be the most convenient thing for the good of women's football."

Vilda, 42, had held the role since 2015 and, despite having never previously won a knockout game at a major tournament before this year, was in charge as Spain won the World Cup by beating England 1-0 in the final in Sydney.

That victory has been largely overshadowed by Rubiales' actions. Along with the FIFA suspension, the Spanish FA have called for his resignation and prosecutors have opened a preliminary sexual assault probe into the incident.

Rubiales said the kiss was with consent, but Hermoso refuted that claim and said in a statement last month that she felt "the victim of aggression."

Vilda has been strongly backed by Rubiales -- even when 15 players complained about the management structure last September -- and initially maintained his silence over Rubiales' behaviour.

When Rubiales announced he would not step down, the suspended president even offered Vilda a new four-year contract worth €500,000 a year.

However, after four assistant coaches for Spain's senior team, two coaches of the women's youth teams, and five other staff members for the senior and youth women's teams resigned last month, Vilda released a statement criticising Rubiales' "improper behaviour."

Despite that, the belated nature of his comment, the fact he applauded Rubiales' speech and his role in last September's crisis with Spain's women's team has led to his dismissal.

MADRID, Sept 4 (Reuters) - The Spanish men's team criticised the country's soccer boss Luis Rubiales on Monday for his "unacceptable behaviour" after he kissed Jenni Hermoso on the lips following Spain's victory in the Women's World Cup 15 days ago.

"We want to reject what we consider to be unacceptable behaviour from Mr Rubiales, who has not lived up to the institution he represents," captain Alvaro Morata said as he read out a statement on behalf of the team.

"We stand firmly and clearly on the side of the values that sport represents.

"Spanish football should be a motor of respect, inspiration, inclusion and diversity and should set an example with its conduct both on and off the pitch."

Morata also expressed solidarity to "the players who have seen their success tarnished."

Spain's Sport Administrative Tribunal (TAD) on Friday opened a case against Rubiales for "serious misconduct."

Rubiales' behaviour has sparked outrage in Spain and abroad. He also grabbed his crotch while standing close to Spain's Queen Letizia and her 16-year-old daughter.

World soccer governing body FIFA has already suspended Rubiales from all football-related activities for three months while it conducts an investigation.

Luis Rubiales was suspended by FIFA to prevent witness tampering in kiss case

FIFA moved to block potential witness tampering by Luis Rubiales when its disciplinary committee suspended the now-ousted Spanish soccer president, the sport's governing body said in a written verdict explaining the decision.

Rubiales was removed from office by FIFA on Aug. 26 in order to protect an investigation into his conduct at the Women's World Cup final, including kissing player Jenni Hermoso on the lips during the awards ceremony.

The provisional ban was imposed "particularly so that potential testimonies could be given freely and without any type of pressure, fear or reprisals," FIFA disciplinary judge Jorge Palacio wrote.

Only one of four possible reasons were needed by FIFA to sideline Rubiales during the ongoing disciplinary case, which could takes months before a final decision. The judge found all four criteria were met, according to the newly published verdict.

The reasons were "to ensure the proper administration of justice," maintain sporting discipline, avoid irreparable harm, and reasons of "safety and security."

FIFA did not initially suspend Rubiales when it opened a case on Aug. 24 into incidents that occurred four days earlier in Sydney, Australia.

The nine-page document said other incidents in the investigation include Rubiales grabbing his crotch while celebrating Spain's 1-0 win over England and "carrying the Spanish player Athenea del Castillo over his shoulder during the post-match celebrations."



Palacio, who is from Colombia, removed Rubiales from soccer duty because of actions by him and the Spanish soccer federation on Aug. 25-26. Hermoso was threatened by the federation with legal action and pressure was put on her and her entourage to speak favorably about the incident.

On Aug. 26, the federation had said: "We have to state that Ms. Jennifer Hermoso lies in every statement she makes against the president."

Such conduct "cannot be tolerated and amounts to obstructing the aforementioned disciplinary proceedings," the FIFA judge wrote.

Hermoso was contacted by FIFA to confirm her public statements and did so by an email reply the same day, the document said.

A 90-day ban on Rubiales with an option for 45 more days "will ensure that the ongoing disciplinary proceedings against him are conducted without any interference," the judge wrote, adding it would create "a better and safer environment for all players in the Spanish national team."

Rubiales resigned as federation president and as a UEFA vice president on Sept. 10 amid mounting pressure in Spain from lawmakers and players. One day later, UEFA thanked Rubiales for his service.

Rubiales is now under criminal investigation in Spain and a judge in Madrid issued a restraining order to keep him away from Hermoso, who plays for a club in Mexico. Rubiales denies wrongdoing.
