It doesn't assume anything like that, it's just a way to determine who's most accomplished in their own division.

Who's a better fighter, GSP or Todd Duffee? DJ or Alexander Volkov? TJ or Matt Mitrione?

Obviously GSP, DJ and TJ accomplished more, but why not just leave it at that? These guys are champions in their weight classes and the other guys were not.

Why not use DC and compare him to those guys? Then p4p becomes pure speculation and guessing, or picking whoever is your favourite. The only thing that’s certain is that DC would wipe his ass with all 3 in the same night.

Woodley does not belong on any P4P list. Anyone that thinks he deserves to even sniff the top 10 is clueless...

In terms of active fighters that haven't failed drug tests:

Khabib
DC
Holloway
Whittaker
TJ

Until Tony fights Khabib there is no reason to include him on any list. He has 3 glaring losses on his record (the loss to Michael Johnson being the worst). If he fights and beats Khabib, he would take his place in the top 5.

170 simply doesn't have a P4P candidate and is in the worst shape is have ever been literally since the weight class was formed in the UFC. Bellator has a better 170 division currently.
