Trump threatens to cut funding to 3 countries if their citizens enter the U.S. illegally

I am confused by this so hopefully someone can help me.

As far as I know, no country outside, shithole dictatorships, can stop a citizen leaving their country. Anyone can leave. All you can do is stop people coming into a country without documentation and proper reason.

So if none of these countries Trump has put on notice can legally stop their citizens from leaving, they cannot then stop them from heading to America or anywhere else and trying to get it. Only America or Canada can turn them away or stop them getting in.

Am I wrong? Is Trump's position not meaningless?

Well we can certainly punish countries that allow them to pass thru their borders.

it is not like someone leaving has to say 'i am going to go knock on the US door and see if they will let me in'. You do not even have to tell anyone where you are going when you depart. It is only when you enter you do.
