He's had a bunch of chances to try and prove that he can follow society's laws and not attack people. He's fucked up every time. Either he dies in prison or exits it an old, broken man. Either outcome is preferable to having him roaming free on the streets.

It isn't failed, though. High numbers of inmates only=failed justice system in the minds of emotional teenagers. Quarantine/prevention is priority, not rehabilitation.

You can say that segments of the population are failing on a cultural level due to crime rate but the prison system itself is not failing.

It was obvious this guy was a danger to society before this happened. Dating a guy like this is like people who buy exotic pets, like monkeys, and then it rips their arms out and face off.

I think at some point someone is going to come up with something like the Bladerunner Voigt-Kompf test to screen people that are already showing signs of CTE. What was it like 99% of brains donated for screening ,which was made up of high school, college, and pro players, should signs of CTE. That there is a pretty strong indicator that those around those individuals could tell something wasn't right without having to do a brain biopsy. My bet is that any test that tested strong compulsivity, aggressiveness, and depression would be a pretty good start. Form a baseline in high school and go from there.

Well Brevik is an extreme case and I am not sure he will ever get out.
But if you look at "cucked" Norway. Their justice system protects their women and children a lot better than the US system.

It depends on what you want. Do you want a justice system like the US where you have long prison sentence which causes high repeat offenders.
But gives the individual victim more of a "justice" feeling. But is a burden on the overall society.
Or do you follow the Norwegian model? Were you give out shorter sentence and the system is set up on rehabilitation but lacks the sort of individual justice for the victim.
But in return causes them to close a lot of prisons and its good for society overall.

Don't get me wrong I certainly see the argument for handing out harsh punishment especially for violent crimes.
But on the other hand, the crime already occurred. Its worth considering if it's not better to try a system that makes future crimes less likely.
