As far as I can see it, you have an array of responses available depending on how annoyed you are.

If you're only mildly annoyed, simply firebombing his laundromat at night will suffice.

If you're moderately annoyed, shoot him 17 times in the neck and chest with a suppressed handgun as he walks out of the shop after closing time.

If you're really annoyed, kill his family and send him plastinated body parts at random intervals.
