Exactly, a person is put in that position of authority to do a job... you're allowed to be a sh*tty person, so long as you fulfill your duties well. It's not part of the job description to be a paragon of virtue and perfection; when you put that over the actual functions of the job itself, you get something like what Canada is experiencing with Trudeau.
The late Mayor Rob Ford of Toronto was caught on video smoking crack, being drunk and cussing in public, saying lewd/inappropriate things on live television, had a physically repulsive appearance to match... making Trump look like a choir boy, yet the people of Toronto liked him, and still re-elected him in spite of the instability in his own life, because he saved taxpayers a lot of money, tried to cut government spending wherever he could, paying out of his own pocket at times, and did the duties of his job well enough to the public's satisfaction.
