But that's not what it means. They don't have proof that he did, or didn't do anything. They're saying they don't have enough evidence to prove anything in court so they're dropping the charges. That doesn't mean he's innocent or guilty. You can make up your mind in if he did or didn't do anything. But dropping the charges due to not having enough evidence to win in court isn't finding someone to be innocent.
