You are missing the whole part of the UFC ALLOWING Jim Niller to remain around fighting mid tier opponents losing and winning. You do realize if the UFC let A WHOLE LOT of fighters do this or take a step back in competition instead of being fed to wolves for namesake JIM WOULD NOT HAVE THAT RECORD. Not even close. Imagine if Silva was allowed to stick around fighting lower tier? Most top fighters retire near the top because it’s not good business for the UFC to pay top dollar for a guy or girl fighting lower tier. Sure, time served doesn't mean Hall of Fame, but having the most wins certainly does. In pretty much all major sports the person with the most wins are in the Hall of Fame

Which allowed him to remain in the ufc instead of being sent to some regional org. But that's its own reward imo. The most wins should not be an accolade unless it is against ranked opponents. That fixes that.I can see the argument against adding Miller.

This the preeminent organization of the sport, you shouldn't get just because you're liked or highly thought of. It should be the very best the sport has seen. This is a big complaint of the basketball hall of Fame. You don't have to be an all time great player, just be really good at one aspect long enough and you'll get in eventually. Hit certain milestones and you're practically guaranteed.
Both of those statements start with "being in the HOF" so I think I'm perfectly on topicbeing in the hall of fame for a FIGHT is much different than being in the hall of fame as a FIGHTER. stay on topic.

Miller has a total of 5 quarters in his career ranked in the top 10 (none top 5).
Cerrone has as many quarters ranked #2 or 3 as Miller has top 10 in his whole career.
Cerrnone was an elite contender year after year. Miller was a gatekeeper.
Miller was ranked top5-10 for a couple years in 2010-2012, that's was his biggest accomplisment in the sport.
