Can't they go to Moscow? It would work for a GTA game; crazy things happen there each day.. but South America would be interesting.

imo a much smaller city but with all uniquely designed buildings that players can enter would be the next awesome step for GTA

I guess most people just want "bigger" though so thats probably what its gonna be
