My guess with low blows (specially kicks) they are hard to be considered intentional because inside leg kicks are commonly used, when we have seen DQ's is when the foul cant be ruled accidental, Yan even got instructed by the ref to not knee or kick the head and that Aljo was down, he still did it...mostly a kick or a knee to a downed opponent it will be called intentional like 9 out of 10 times, 10 out of 10 if the ref is competent enough (ie not Herb Dean when he ruled Alvarez vs Poirier knees accidental).
