Some people have to go 1 more round than other people.
When a few people have to go 1 round less, it's normally phrased as "a few people get a bye"
When a few people have to go 1 round more, it's normally phrased as "a few people have to play in"
But they're more or less the same thing.
Make a 16 man bracket, then fill in 10 people and the rest byes.
An example with 4 play in games (8 teams) and 4 teams getting a bye:
Bellator will have 2 play in games (4 fighters) and 6 fighters getting bye
